Whereas the focus in most foras that are involved in civil society issues has been on the basic legal framework for NGOs, including key issues such as NGO tax exemptions, incentives for public participation, government funding, and NGO transparency, the emphasis here is to focus on how initiatives around the world can be implemented through independent, nongovernment monitoring, certification, accreditation, and similar nongovernmental activities, rather than reverting to a default position that requires some level of government intervention and regulation.
What this emphasis represents is a network of scholars, mainly those with academic status in universities around the world, who would be available to prepare papers for publication, either in a book or in an online resource, that would examine the competing roles of government and sector with respect ot regulation and monitoring models.
Moreover, as a part of capacity building for emerging monitoring organizations, the Centre would provide advice on establishing and maintaining some form of international assessment that would not compromise the national policies and processes applicable in various countries.
